I love the Idea of making Pokemon more reasonable and realistic, like in this situation, when misty is in inclosed spaces she can call out Starmie to flood the area using surf so that misty can surf on its back and get where see needs to faster.
Surf's physics also make more sense where water types like Starmie combine water in there bodies with moisture in the air that they can condense on there skin to create the large body of water used for the attack.
